China is gearing up to bolster its fight against cross-border corruption with a new draft law, which will be reviewed by the National People’s Congress Standing Committee during its session from August 25 to 28. This legislative move is part of a broader effort to enhance the country’s anti-corruption measures and to collaborate more effectively on an international scale to track down and bring back corrupt officials and fugitives who have fled abroad. The draft law has been marked as a legislative priority for the current term of the NPC, and it is also on the agenda for key legislative initiatives set for 2026.
Efforts to retrieve and repatriate those accused of corruption have seen a significant ramp-up in recent years. In 2025, the country’s top anti-corruption agency successfully managed to repatriate 963 fugitives linked to corruption. This is part of China’s ongoing campaign to tackle corruption comprehensively, not just within its borders but also beyond them, seeking to close any gaps that allow offenders to escape justice by fleeing to other countries.
During the same legislative session, a range of other critical issues are set to be addressed, with lawmakers also reviewing draft legislation and amendments across various sectors. These include healthcare security, farmland protection, and agriculture, as well as national defense mobilization. Regulatory matters concerning banking, water management, and road traffic safety are also expected to come under scrutiny, reflecting the wide-reaching scope of the legislative agenda.
The proposed anti-corruption law is a part of China’s broader strategy to maintain and strengthen governance and accountability within its public sectors. By expanding its legal framework to deal with cross-border corruption, China aims to reinforce its commitment to tackling the issue head-on, ensuring that those who violate the law are held accountable, regardless of where they may try to hide.
